  • Ex-Gratia Payment :

    Ex-gratia means a lump sum amount which is provided to the Next Of Kin(NOK) of a person killed in man-made violence and natural calamities.

    Each and every civilian, who is affected in man-made violence and natural calamities that may occur in the State, is entitled to receive Ex-gratia. But, the cases of all the Government employees are not considered for ex-gratia payment.

    The guidelines / instruction regarding payment of Ex-gratia are clearly mentioned in the Assam Disaster Management Manual, 2015. The Deputy Commissioners are the competent authority to accord sanction of Ex-gratia.

    Details of the norms for Ex-gratia payment :

    • due to the firing of security forces (if the person killed is innocent as per report of Deputy Commissioner/Superintendent of Police etc.)

    • by extremist / terrorist / miscreants(when as per the report of Police , the killing is not a result of private dispute )
    • during communal / ethnic / group clash
    • due to the firing of security forces (if the person killed is innocent as per report of Deputy Commissioner/Superintendent of Police etc.)

    3.Ex gratia to the NOK of person killed due to accident  in public place or in  public carriers (other than killed   by extremist / terrorist / miscreants and due to the firing of security forces)Rs.2,00,000.00
    4.Ex gratia to the NOK of persons kidnapped / abducted by terrorist / extremists / miscreants and whose age is 18 years or above.Rs.5,00,000.00
    5.Ex gratia to the NOK of persons kidnapped / abducted by terrorist / extremists / miscreants and whose age is below18 years.Rs.3,00,000.00

    Financial assistance to those who sustain simple injury -

    • due to the act of terrorist / extremists / miscreants(when as per the report of Police, the injury is not a result of private dispute ) 
    • during communal / ethnic / group clash
    • due to the firing of security forces (if the person killed is innocent)

    Financial assistance to those who sustain grievous  injury -

    • due to the act of terrorist / extremists / miscreants(when as per the report of Police, the injury is not a result of private dispute )
    • during communal / ethnic / group clash
    • due to the firing of security forces (if the person killed is innocent)
    		Rs.1,00,000.00

    Financial assistance to persons who become permanently invalid-

    • due to the act of terrorist / extremists / miscreants(when as per the report of Police, the injury is not a result of private dispute )
    • during communal / ethnic / group clash
    • due to the firing of security forces (if the person killed is innocent)
